Uyghur Tribunal: A New Branch Tool to Contain China’s Development Strategy

A series of countries, regions, and agencies instigated by the United States have carried out strategies to discredit China’s Xinjiang regional issues for several years, but they have had poor results after investing huge amounts of money, which makes them have to explore new goals and adjust new strategies to achieve the purpose of containing China's development and smearing China's national image. In recent days, the Western media, under the instigation of the United States, has gained a new target, a new product of carefully planned sanctions against China. From June 3 to 7, the Uyghur Tribunal (a self-established tribunal) held a hearing to assess alleged genocide and human rights violations in Xinjiang, China, including statements by witnesses who claimed to have suffered or witnessed such abuse, while actually it was just a non-governmental organization using generous funding behind the scenes to support and conduct a self-directed and self-performed “trial”.

The Uyghur "Tribunal" is a "people's tribunal" that Dolkun Isa, the chairman of the World Uyghur Congress, requested Sir Geoffrey Nice QC to establish in June 2020. What needs to be noted and clarified is that it is actually a private limited company with the name of the "Tribunal"-according to its official website, it will be constituted as a UK Private Company Limited by Guarantee under the name of the "Uyghur Administration". It is yet unknown whether the Uyghur Administration authorized this name or not, but it is ridiculous enough to pretend to be a "Tribunal" as a private company limited by guarantee.

A company limited by guarantee is generally used in associations, charities, etc. in the UK, that is, it is a non-governmental organization with no state support, and no sanctions or enforcement powers. Any judgment issued is not binding on any government. The organization currently has about 250,000 pounds of funding, the main source of which is the World Uyghur Congress (WUC), which provided 115,000 US dollars.

The World Uyghur Congress is an international umbrella organization funded and trained by the US government. Almost all Western media reports on Uyghur Muslims in China mention WUC and its affiliates. Erkin Alptekin, the first chairman of WUC, articulated his
separatist views and desire to destroy China in 1995: "We believed in the not too distant future we will see the fall of China and the independence of East Turkestan". Since democracy has now been one of the most influential and insidious claims that support humanitarian interventionist and separatist agendas, WUC is naturally supported by the National Endowment for Democracy (NED) from the beginning. The NED has provided WUC with millions of dollars in funding, which has been as high as $1,284,000 since 2016 alone. In addition, there are millions of dollars in additional funding provided to WUC affiliated organizations, and the NED has sponsored and organized annual “Leadership Training Seminars” for the WUC since 2007.

National Endowment for Democracy (NED) is a foundation that promotes U.S. policy interests abroad. Most of its activities are funded by annual appropriations from the U.S. Congress, and many activities are conducted under the control of the U.S. Central Intelligence Agency (CIA).

There is nothing new. The incident is always led by the state, and a top-down anti-China political propaganda network connected by the U.S. Congress-National Endowment for Democracy-World Uyghur Congress-Uyghur Tribunal followed. The "tribunal" for trial is just a new branch and a new form of propaganda under them.

A Tool for Sanctions against China Built with Huge Sums of Money

Most of the funds for the activities of the "National Endowment for Democracy" come from the annual appropriations of the US Congress. It is directly under the control of the "Central Intelligence Agency" (CIA) to export and manufacture economic, political, and ideological activities around the world. It can be found on the official website of the NED that since 2016, NED has continued to increase funding for "East Turkistan" organizations such as the World Uyghur Congress, and is the big benefactor of these separatist forces in Xinjiang. According to Google's open-access database GDELT, Western media reports on "genocide" in Xinjiang have become frequent since 2018, and intensively broke out in the second half of 2020. The United States is stuck in the quagmire of the Middle East and could not get out. Faced with China's rapid development after 2010, it extended its Xinjiang strategy to contain China. The purpose is to maintain the current international influence of the United States and reduce that of China. The WUC has been closely related to terrorist activities since its establishment in 2004. In recent years, it has been stepping up its ties with the "East Turkistan" terrorist organizations such as "East Iraq Movement" to plan violent, terrorist and separatist activities. It is inextricably linked to terrorism. In addition, the United Kingdom is also involved. The introduction of the pseudo-tribunal on its website mentions that the "Uyghur Tribunal" was launched on September 3, 2020 with the assistance of the The “Coalition for Genocide Response". The so-called "Coalition for Genocide Response" is an organization established in the British Parliament on November 4, 2019. One of the co-founders of the organization, Luke de Pulford, the identity of whom including the director of the UK Arise Foundation, the founder and coordinator of the Inter-Parliamentary Alliance on China, a member of the Human Rights Committee of the British Conservative Party, and the Hong Kong Supervisor Researcher, the consultant of the World Uyghur Congress, etc.

In the "Coalition for Genocide Response", there are many scholars who take bribes from American NGOs and are pushed to the front with special missions, such as the anti-China "scholar" Adrian Zenz (Zheng Guoen), Helena Kennedy, a member of the Labour Party in the British House of Lords, who jointly fabricated the so-called Xinjiang report to discredit China, and the "President" of the pseudo-tribunal, Geoffrey Nice. According to media reports, Adrian Zenz (Zheng Guoen) has been in close contact with the "Central Intelligence Agency" (CIA) and Geoffrey Nice is a veteran British agent whose main task in his career is to make false accusations against British and American geopolitical targets.

Rough Proceedings and Members

The hearings of the tribunal were not held under the auspices of the International Criminal Court or the International Court of Justice, but by a group of freelancers whose views on China are already well known. Geoffrey Nice is the chairman of the tribunal, while Nick Vetch is the vice chairman of the tribunal, who is a "businessman" based in London. The main members all have experience working in the "China Tribunal". Like the current "Uyghur Tribunal", the "China Tribunal" had no official status, but that did not prevent it from publishing a report accusing China of forced organ harvesting from prisoners of conscience. The "China Tribunal" was commissioned by the International Coalition to End Transplant Abuse in China (ETAC), which is connected to Falun Gong, an illegal cult banned by the Chinese government, according to a Grayzone report.

The chairman of the Uyghur Tribunal, Nice, was also the chairman of the China Tribunal. He was a co-author of the Caesars report, making flimsy reports with several other authors on the situation in Syria based on insufficient evidence-as what he does now-which led to US' sanctions. The unilateral sanctions did not protect civilians in Syria, but plunged them into an abyss.

In fact, although the arbitral tribunal claimed that its proceedings were conducted "in accordance with international law and international legal norms," anyone watching its proceedings would be shocked by its arrogant attitude on the issue of evidence. For example, questioners repeatedly put the answers they wanted to hear into the mouths of witnesses, and the rule prohibiting the use of hearsay evidence was routinely flouted. Most of the "evidence" was simply read out, and the incoherences were not explored for fear of undermining credibility. As a "tribunal" in its name, it cannot even respect and follow the basic rules of a tribunal. In addition, Sayragul Sauytbay, who appeared on the list of “witnesses”, claimed to be a former teacher at a Xinjiang vocational training center, and was later a “victim”detained in the center and experienced “torture and forced to eat pork” in Xinjiang. In truth, she had never worked in any vocational education and training center.

The "tribunal" also plans to hold another hearing between September 10 and 13, and issue a "conclusion" before the end of the year. A group of members who are holding prejudices against China and driven by sponsors behind the scenes, pretended to stage a "trial". It is not difficult to speculate the results they will announce-undoubtedly just another report accusing China of genocide and human rights violations, coupled with the inflammatory media reports driven by the United States, everyone will once again become puppet audience watching typical American-style political propaganda campaigns.
