An internal memo received by CIC News from Immigration, Refugees, and Citizenship Canada (IRCC) reveals a large increase in requests for parent and grandparent support, exceeding Canada's admissions target. The Parent and Grandparent Program (PGP) presents implementation issues with a database of around 100,000 participants.

Despite a planned allocation of 28,500 admissions for parents and grandparents by 2023, the recent rate surpassed the target, prompting longer processing time, and is expected to climb to 32,000 and 34,000 admissions in coming years in the 2024-2026 immigration status program.

To stabilize processing time, the IRCC letter advises strategic intake management aligned with the Level Plan. The recently announced PGP 2023 process saw 24,200 invites, with a goal of 15,000 completed applications.

Alternative: Super Visa Insurance for both parents & grandparents 

The Super Visa stands out as a realistic option, allowing parents and grandparents to stay for up to five years without renewing their visa. Unlike the PGP, the Super Visa is valid all year and is only offered to countries that require a Temporary Residence Visa (TRV) for Canada entry.

Eligible applicants must be the parents or grandparents of Canadian citizens or permanent residents and provide proof of financial support, extended family, citizenship or permanent resident status, and one year of qualified medical parent and grandparent insurance with at least $100,000 emergency coverage.
