X12 Acquires CORE Operating Rules and Certification Program

Healthcare operating rules and certification transition to X12’s governance framework

X12, the ANSI-accredited standards development organization at the foundation of healthcare administrative data exchange, announced today that it has assumed ownership and administration of the CORE Operating Rules and Certification Program from DataSpring, powered by CAQH, a healthcare data infrastructure company.

X12’s acquisition of these programs ensures the continued development, maintenance, and availability of operating rules and certification activities that have helped improve automation, reduce administrative burden, and strengthen consistency across the healthcare ecosystem.

“During the transition period, X12 and DataSpring will coordinate closely to ensure continuity for organizations that have relied on the CORE Operating Rules and Certification Program,” said Cathy Sheppard, CEO of X12. “Our goal is to make the transition as seamless as possible for organizations currently using or participating in these programs.”

“No immediate action is required,” Sheppard continued. “Stakeholders can expect continued access to operating rules, certification resources, and implementation guidance throughout the transition period.”

Continuity of the Certification Program

The CORE Certification Program will continue to operate without interruption to ensure organizations can complete testing, renew certifications, and demonstrate conformance to federally mandated operating rules. X12 assumes ownership, administration, and ongoing management of the Program, preserving its integrity, transparency, and value to participating organizations while preparing future enhancements aligned with industry needs.

Operating Rules Program Transition

As the healthcare industry advances interoperability and evaluates updates to HIPAA transaction standards, transitioning the operating rules program to X12 consolidates responsibility for both operating rules and administrative standards within a single organization. This alignment is expected to strengthen coordination, improve clarity for implementers, and support long-term consistency across the administrative simplification framework.
