As the federal government pushes to give more of its contracts to small businesses, it's worth asking who's on the winning side of this deal. It turns out the incentive structure employed right now seems to encourage agencies to contract with a tried-and-true list of small businesses they already know, which has resulted in more dollars headed to fewer small businesses.
