Manitoba Consumer Insolvencies Rise 8.9% Despite Relatively Low Unemployment

WINNIPEG, MANITOBA - Consumer insolvencies in Manitoba are rising faster than the national rate, even as the province maintains relatively low unemployment and some broader measures of Canadian household finances improve.

For the 12 months ending July 31, 2026, consumer insolvencies in Manitoba increased 8.9%, according to the Office of the Superintendent of Bankruptcy. That compares with a 5.4% increase nationally and declines of 2.6% in Saskatchewan and 0.8% in Alberta. Consumer bankruptcies in Manitoba increased 11.3% over the same period.

The increase comes during an already elevated period for consumer insolvencies across Canada. There were 37,523 consumer insolvencies filed nationally in the second quarter of 2026, up 6.9% from the same quarter a year earlier and the highest quarterly volume since 2009. At the same time, Statistics Canada reported that household debt relative to disposable income declined from 178.6% to 176.4% in Q2, while the household debt-service ratio fell to 14.52%.

Manitoba also had an unemployment rate of 5.0% in August, compared with 6.0% in Saskatchewan and 6.8% in Alberta. C. Buhler & Associates Ltd. says the contrast is an important reminder that employment alone does not determine whether a household can comfortably manage its debt.

"Having a job does not necessarily mean there is enough room left in the household budget," said Crystal Buhler, Licensed Insolvency Trustee and President of C. Buhler & Associates Ltd. "We are speaking with people who are working and earning reasonable incomes, but housing, groceries, vehicle expenses, and accumulated unsecured debt are taking up more and more of what comes in. Insolvency is rarely caused by one thing. What these numbers show is that financial pressure on Manitoba households remains very real."

Other national data suggests that pressure is not being felt equally. TransUnion reported that Canadian consumer debt reached a record $2.64 trillion in the second quarter of 2026 and said the increase in consumer insolvency rates was driven primarily by people without mortgages. The Bank of Canada has reported a similar divide: About 2.5% of borrowers without a mortgage were more than 60 days behind on at least one account, compared with approximately 1.3% of mortgage holders.

C. Buhler & Associates Ltd. cautions that the statistics do not establish a single cause for Manitoba's increase. Instead, the firm says they point to the importance of looking beyond headline indicators such as unemployment or national household wealth when assessing financial stress. For households consistently falling short each month, getting advice early can provide more options than waiting until missed payments, collections, or other creditor action make the situation more difficult.
